Occupied Settlements Downgrade When Culture Changes

All settlements taken, by AI and player, downgrade to level 1 if the culture of the previous faction and the new faction are different.

Example: A dwarf takes a settlement at level 5 from a dwarf, occupation occurs like normal with one level lost. A skaven takes a settlement at level 5 from a dwarf, the settlement downgrades to level 1 instantly upon being occupied.
