config options are a lot of work, unfortunately. i did set up my border layers so that they'd react to some of Finwickle's config options, if you install both mods. i'm not sure whether Border Toggles is still working though
Would be possible to add an option box to make city borders ON by default? Like it was on Finwickle's Border Toggles mod at CivFanatics?
