There isn't any 1 solution. It requires careful usage of the reverser, regulator, and reactor controls. When I use it, I generally try to keep the reactor hot but stable, the regulator open wide, and the reverser close to center.

As stated at the bottom of the description, it requires either the large build zone near the monkey brain launch site on the Arid Island from the industrial DLC, or an XML edited workbench.

It can melt down, yes. If you don't monitor the reactor, the control rods can get too hot. There is a warning buzzer that will activate if it gets too hot.

wait for them to reach zero. its one for each steam chest, front and rear. they should drain at the same rate, but check both just in case.

when draining, do we have to wait for both dials to hit zero or do we have to wait for them to reach zero

That sounds like you didn't drain the steam chest before running. Did you open the cylinder drains (steam wont let me use the real term, but they are the button closest to the floor) and reverser before you started running? For some reason, if there is any air in the steam chest, the cylinders will slowly clog.
