you pick up an upgrade pack, incendiary or explosive, and you deploy it. once it runs out of uses the item stays deployed, but is empty and can be picked up again. from there, if a survivor finds an ammo pile, they can press E to refill the upgrade pack and take some spare refills for the journey. this could give a new use to the ammo packs aside from just making them infinitely deployable.
and maybe as an addition to that, some ammo piles around the map could be replaced with temporary, static upgrade ammo piles (not ammo packs), incendiary or explosive. pressing E with an empty ammo pack would deplete the ammo pile and it will be removed.
