"Dummy crew" sounds like they don't have a job. It is possible for crew to be aboard a ship that do not have a job-- only ways i know this is caused in the course of play is by picking up escape pods or by capturing a ship which either already has prisoners, or by beating a yaki boarding party to the ship. (the boarders wind up as prisoners, who are essentially jobless crew)
I've noticed that when the Lost Ships Replacement is enable, the M and L ships it produces don't have any crew beyond the pilot. To make matters worse you're unable to add crew to the ship because the game for whatever reason thinks the's already crew on it despite there clearly being more than enough room. Growing tired of this I took a look into my and found that the reason for this is there is a butch of dummy crew filling up the crew slots.
