Yes, in theory so long as you use OSB to run the game it will loop through all the crop object data and patch them post-load, so theoretically this one will cover for both vanilla crops and any modded crops.

Just to make sure I understand it correctly, this eliminates the need for the following patches:
Avali Perennial Crops
Elithian Perennial Crops
Frackin Universe Perennial Crops New

Am I right on that?
