I think the intent behind them not having Martial Prowess/Mastery when on Dragons is to imply that the Rider, Imrik, Prince, etc, are no longer doing the fighting. The Elf rider has Martial Prowess, not the Dragon. They still have the ability on horseback because the Elf is still the one doing the fighting. I do agree that it is odd that Great Eagles have it though.
