No. This modifies the colonisation speed based on the amount of provinces in a state. The 1.10.3 update changed colonisation speed penalty based on population of origin state

Thank you for this mod. In my game I wasted years not noticing that I don't make progress colonizing various islands.

@Bisonmask I think you misunderstand what this does, maybe read the description and look at the images again? It only makes very small states (like islands) faster. For most states it will actually make colonisation a little slower. The US states shown in the second image are comparable to most African states in terms of size.

Why did the devs make this so agonisingly slow. I'm happy they fixed canada and alaska but damn
