It's not particularly hard. For the ships you want to make boardable:
Add "Boardable" under the "<Property_Flags> </Property_Flags>" parameter so that it looks like this: "<Property_Flags> Boardable </Property_Flags>"
Then to make the ship say that it's boardable in game, go to the "<Encyclopedia_Text> </Encyclopedia_Text>" parameters and add "TEXT_TOOLTIP_CAPABILITY_BOARDABLE"
It's save game compatible too!
So If you grab this mod and also use Legitimacy Manger you'll have to accept some factions won't get it or only use one of the mods at a time if wanting a certain warlord to gain the shuttles.
Side note, thanks for this fun mod OP not counting my own modding conflicts the mod runs great and makes running around the galaxy stealing a fleet doable and enjoyable.

I really do want to thank you for this mod. Stealing ships from other factions and building custom fleets is my favorite part of Thrawn's Revenge. I actually stopped playing the mod a few years ago when they disabled boarding for a few patches, because so much of the joy in playing it was gone. Happy that it's been back for a while. This mod now makes me want to play as factions other than NR! Like being CSA and camping Mon Cal to steal cruisers from NR.
I'd love it if ALL ships were boardable.
I don't know how it would be done... but I think it would make sense if like... to board an SSD, you would need 3 or 4 boarding ships to be within range and boarding to do it successfully.
But even if it's just the 1 ship to board an SSD, I'd still love a submod to make all TR ships (except heroes) boardable.
