That would be starextensions. I have it installed on my SB Unstable install since it gives me access to the /editor open command to edit character sprites.

For my main I use oSB though which doesn't have that feature - or the animation stuff - but the optimisation is really nice.

what mod do you have in that video that made your character look more animated?
