I 100% agree, so many of them you should never pick. The developers have mentioned they want to make the starting bonuses more unique to each country but I don't think it's a priority.

I am very slowly making a mod to rework the start up bonuses, so keep an eye out in the next month or so.

I've changed the wording around so it's more clear it is a one time bonus BUT It seems in a recent patch they added the all the values into the tooltips, so this mod is pretty much depreciated.

yea, you should rather have written "Start with 5 and no further production of them". Also .... it wasnt clear for you so you made that mod? Sad.. realy sad... sorry but nothing else then "you start with X amount of X exp" should deter you from even CONSIDERING PICKING IT. Even a frelling UNIT at gamestart is BETTER.
