That mod just adds a bunch of mod for adminstrative governments specifically
Also, Independent/Tributary Counts now can have their own laws
I'll try to put the mod on top, I don't use any overhaul mods (only unofficial patch, interactive vassals, travelers, Dark Ages, VIET+Rice, and better AI choice for Oaths).
-> Tribals and Nomads now also have acess to the new laws (with some restrictions)
-> You can change realm laws if all your powerful vassals approve you (positive opinion)
Also every powerful vassal appears twice in that section
government_has_flag = government_is_nomadic But there is still no law, can you be more specific about how to operate?
I disabled as its not realistic. These governments are descentralized by definition.
