The new governments lack powerful vassals, which are the backbone of this mod.

To avoid removing the laws, I have allowed governments without powerful vassals to freely choose their laws. The AI will not interact with this feature, but it should offer some fun for players.

Later on I will add some scripts for AI to change laws individually when possible.

The UPDATE everyone wanted is here!
-> Tribals and Nomads now also have acess to the new laws (with some restrictions)
-> You can change realm laws if all your powerful vassals approve you (positive opinion or obedience)
