I ended up not adding them figuring no one would want them, but I'm open to getting them put in the roster if you'd like.
Not a lot of things to note this time around. As I mentioned in my previous post, Lithyl is now officially unlockable by completing the story realm Grexolis and no longer needs to be supported via this mod. Congratulations, Lithyl!
Qualok's customization data is still scuffed. As a result, his sense of fashion remains highly questionable. He plays perfectly fine otherwise.

As an added fun note, it looks like the upcoming Griffon patch will officially release Lithyl as an unlockable character provided you've completed Grexolis. Because of this, I'll be removing her from the next update of this mod.
Using old, outdated mods can cause the symptoms you're describing, so that's my best guess. Otherwise, you may have mods that are incompatible with each other!
- I've removed the fix for Khir's incorrect weapon and Myrala's incorrect ruler type, as both have now been fixed by the devs themselves.
- Qualok Many-Marshes is currently bugged, but playable. The Ogre patch seems to have accidentally deleted all of Qualok's visual customization (armor, skin, tattoos, eyes, etc), and the game is using default options for him as a result. I've made a bug report, and may try to fix him to the best of my ability in a later update.
- Myrala is now able to be edited. I'd planned to make this change myself for this update, but the devs themselves beat me to it.
The Ogre beta changes a handful of the rulers that this mod tweaks. As a result, using mod will cause conflicts with the rulers in question. If you choose to join the Ogre beta, I ask that you please disable my mod or expect to see some conflicts arise!
As usual, once the Orge patch goes live in April alongside the Giant Kings DLC I'll promptly update this mod to be compatible.
By the way, all her traits and settings are saved in the game. I played a little bit and didn't notice any errors.

11) Save your changes and exit ResourceEd. Once you're back in Package Manager, save your progress there too.
12) Your mod is now finished! Add it to your active mod playlist and dive in. IMPORTANT: If you use it alongside my mod, place yours BELOW mine in the load order so your version of Lithyl takes priority over mine.
7) Line 13 should say "Wizard King - #10 Lithyl Nightweaver - Lord Definition". Right click it and select Create Mod. This will enable all the properties in the next column over to editing.
8) Near the bottom of the properties column, under the Misc category, there's a few True/False entries. The second one is the one you're looking for, "Whether this lord can be Edited in faction creation". Replace the False in that line with True,
9) The next False line determines whether she appears in your roster of rulers. Change that to True too.

The good news is, the mod you want is pretty easy to make for personal use, and I can even talk you through it:
1) Open the AOW4 launcher
2) Click "Game settings" in the sidebar, and launch the modding tools. Package Manager will launch.
3) In Package Editor, click File, New, and type in a name for your new mod package.
4) Click Tools and select Resource Editor. ResourceEd will open; it looks pretty intimidating, but don't panic!
5) In ResourceEd, click File, Open, and find the lords.rpk file to open. This will probably be in something like C:\Program Files (x86)\Steam\steamapps\common\Age of Wonders 4\Content\Title\Packs\Species

ps and I don't want to remove the Lithyl hat, just replace her modern club dress with something darker fantasy costume.
The only characters my mod adds that have their editing locked are Lithyl and Myrala. For Lithyl, it's because her headpiece is unique. Myrala's a little more mysterious as there's nothing that immediately jumps out to me as being unique to her. I could try flagging her for editing in the future if there's popular demand for it, though I'm somewhat hesitant to without understanding why the devs flagged her specifically.
Nothing this mod does would have changed her clothing, but I went ahead and disabled it anyway just to verify the problem is with the base game. Indeed, I encountered her as a presence lord and she was still wearing the incorrect bits of armor.
This feels like something that only Triumph or someone else much more familiar with the rpk files than me can look into. Sorry!
I'll poke around and see about fixing it temporarily. Might want to report her change of wardrobe on the bug report forums to get a perma fix!
As of Tiger 1.3, Khir's starting weapon was changed from a Greathammer to a Lance. I have a strong suspicion this might have been a mistake, as I dove into resource editor and discovered that the line used for the previously-erroneous tooltip entry now doubles as what the game actually checks when deciding what to give to a ruler. Because the tooltip bug was never reported/fixed, it may have gone on to unintentionally become Khir's new loadout.
I've reported this to the Paradox forum as a possible bug to see what's up. For the time being, I've gone ahead and given him back his Greathammer until I hear differently.
Once the 1.3 patch releases proper, I'll get this mod updated ASAP. =)
