@Void Entity sry for taking so long to respond, no it doesn't need anything to unlock, i just didn't set the player config patch right and it wasn't unlocking the recipe, i just updated it so hopefully it works now

I can craft it in admin mode but not normal. Is it supposed to require a blueprint to unlock?
