Maybe a modifier or a production method were you can increase the production output by 100% without increasing the workforce and increase input by 25% but with a malus to hold the capita output half the peace value as malus.
My solution was to tripple all oil and rubber sources on the map and give all great power some access of oil in their homeland.
Another set of buildings had such low output that even the profits from advanced production methods were negative, so I corrected their profitability and increased their output.
Additionally, there were some buildings with high per capita profits but low total output of goods (such as oil wells), so I increased both the input and output of these buildings to achieve higher output without changing the profit margins.
