I measured underwater speeds with and without a gun - I didn't notice any difference

How much speed can be increased by removing deck guns in the original game? Why do I feel like there's no increase in speed?

All Uboat mods are open source by their very nature. The modding system was deliberately built that way.
It's all there in the Source directory. IIRC, I figured it out by looking at the Engine Control mod.
But that was a very long time ago, long before I actually got involved on that mod.

I would like to create a mod to add speed to some other component. Would you be so kind as to tell me how you did it here?
