UPDATE: Special Staff research requires legal to be unlocked, but it still researched by Warden.
(Used to be it required only warden and was researched by Warden)

Spawn some during a riot. They are only supposed to appear after you lose the game from a riot, in which they come in troop trucks, but this mod allows you to spawn them while you still have control. It is hard to control them, because their movement is normally automated. Just don't spawn them while your prison is calm.

Holy hell, you can spawn soldiers, visitors, and prisoners. You can even make yourself a prisoner while you're building.

This is pretty cool, good job man!
