An idea could be to make revolts occur in regards to local issues, like a radical diminuishing of the standard of living for example. Then, a "meter of revolt" could be created to measure the risk of revolt, until it comes. In a revolt, the entire province wont seccede, but only specifically affected parts of it. This revolt can then be appeased, embraced (with the problem of a counterrevolt or revolution) or crushed.
Revolutions would be a nationwide fenomenom, that could occur due to various reasons. Nationwide famines, economic hardships, class oppression, new ideas reaching the lands and so on. These then also procced through a bar, and if not dealt with will takedown the current government, and establish a new society.
