Hey, I just got to the penguin keeper and I had only 18 penguins. Pretty sure I've explored everywhere to go and that I'm at the end. Only places left to go are blocked off with skeleton key doors.

Any hints on what I might be missing? Maybe an area I haven't found? Or maybe 2 penguins are just escaping my view somehow?
