The radars should be spinning when you enable them from the bridge.
There is a silince button above the actual allarms.

You can either XML edit some workbench to soawn it there or with the mission editor.

The ship is in a vehicle file so you can spawn it with a XML edited Workbench or you can spawn it with the mission editor once in-game.
