Congrats on adding the Spanish American War in, adding to the current new DLC.
I hope we'll eventually get a Zimmerman telegraph and 'Over There' set of events too.

Side note I love the changes you made to early game - the tax and eco law adjustment makes you properly feel like early USA, severely lacking in central authority. Well done!
When the event for me fired, I did not have a leader with the radical ideology active, and so the radical redistribution option was disabled. Before selecting an option, I gave leadership to a leader with the ideology and selected the radical option.
The amendment was not added to the law because the section of code saving relevant leaders in scope had already happened, and thus no sponsor was set for the amendment.
2. Some kind of Party Nomination system in democracies where not necessarily the highest-clout IG gets elected as the president. Vice Presidents would be nice (usa version of head of state vs head of government split). Guerrilla Warfare as an actual mechanic would be much better at representing the Indian Wars.

I basically figure that the adam-onis border would not actually hold up under western settlement, and I consider province editing out of scope for the mod.
Second, once the main USA and CSA content is done, do you plan to make some "alternate" focuses. Say, if USA loses the Mexican-American war, to focus it attention on securing the Pacific Northwest and/or the Caribbean, the transcontinental railway changing focuses based on the first scenario, instead of going to, California, as in the default scenario, going to Cascadia/Oregon.
On the same vein of alternate scenario, one thing I always overlap with your mod is this thing https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=3280805066 to get the Adams-Onis border from 1819-1846 right. But the mod is abandoned afaik, so I think you could alter the provinces shape around Oklahoma, Colorado, Wyoming and Kansas to adjust the border.
