The chance is the same for national guard, secret police or guaranteed liberties per level.

If this mod still made secret police stronger it would be improved.

If what you are seeing is done by the basegame why is THIS mod op?

I believe it's just the base game doing this, assassination chance now scales with home affairs level and doesn't care what home affairs you have as it's usually locked behind secret police.
So as said this mod is now really op

This mod no longer buffs the assassination rate, the number you saw is either basegame or it's modded by something else

I think since 1.8 this is quite overpowered now as assassinations still scale with home affairs so at level 5 guaranteed liberties you have like a 80% chance to assassinate.

I would love to see a mod that changes other things. Like colonial exploitation at higher levels lowers/increase manufacturing/mine/plantation outputs. Or private healthcare/education being cheaper.
