I don't remember off hand if this can be done in the base game; but at the very least you should be able to just use this addon to spawn a specific "skin" for an npc:

All you should need to do is; look at the npc you want to alter, press and hold c, right click on the npc to bring up a popup menu, from said popup "context" menu go to the skin option, and select the model you want from there...this being said though it would be very nice to have an addon that makes male and female citizens\rebels etc. separate npc's in the spawn menu; so it would be much appreciated if this addon AT LEAST did that.;)

so the bloody rebels make girl noises sometimes (i only spawn in the dudes so...)
