Depends on the puppet. Most German puppets don't have cores, because these states have been artificially created, without the backing of the local population. I plan on adding features for the players and puppets to be able to core those states, but this will come with a heavy price. I'm thinking of some dynamic system which can cause a civil war within the puppet, depending on how willing you both are to spend political power and ressources. You will still be able to choose the status quo: No cores but also no further risks.

Overall, I feel the word "republic" with those countries would not be ideal. Sans the various Chinese puppets and the Philippines. It implies the existence of their figurehead dynasties is stripped. In Indonesia for example, they worked with the local Kings, Sultans and Rajas.

Reallife examples would be the Republic of reorganized China and the Second Republic of the Philippines. French Indochina was partitioned into the Empire of Vietnam, Kingdom of Kampuchea and Kingdom of Laos, which I think is currently not properly represented within my mod yet, due to different sources at the time. At the end, interestingly enough, it seems like Japan was okay with any kind of government form as long as their new puppets embraced Japanese overlord rule. Maybe they just did name some republic in order to be seen as a liberator, who knows. Unfortunately, I was not able to find any evidence nor fact based explaination for this system.
