Setting LR via addon options doesn't work, either.
Players do spawn with an LR as well.
Setting it as simple as 'Text 1,Text 2,Text 3', as shown in the video doesn't appear to be working.
Oddly enough, [false, ["Scribble 1","Scribble 2"]] call Rev_TFAR_fnc_setDefaultScribbles; , does seem to work though for LR radios.
In regards to players starting with no radio in their inventory not receiving scribbles, it'd be nice to have an addon option for that. In my games all players start in basic BDUs and then gear themselves up with an ace arsenal in game. In setting it would make sense that the armory would have pre-jotted down the scribbles before issuing the radios from the arsenal. Having an ability to allow that would be a convenient toggle to have.
Obviously if it doesn't work with how it's architected that's a different matter, but if it's just a use case, I can definitely vouch that there are cases where it would be preferred.
This seems to happen when a unit starts without a radio in their inventory at the start of an MP game. You can set the SR/LR scribbles in eden, but when they grab a radio from the arsenal, while the channels will be set properly, the scribbles will not.
It works as intended if the radio is in their inventory on spawn.
Our unit is having an OP Saturday so I'll post some proper feedback then, but it still seems like a huge in-the-moment help already

If they don't then could you add compatibility?
Congratulations!
