It can! however its not meant for planes, try placing a gps point around some tanks. The missiles guidance maneuver it to that point, then the terminal radar will pitbul onto the tanks final movements.(It doesn't have to be a tank, just an ground target example)

Idk what you would do with a TV missile, but I haven't seen any good ones and mine failed (along with my 8th LUA attempt) really really really badly.
