I removed it because I wanted the code to be as clean as possible, to make it easy to maintain and easy to understand for other modders.

Been playing with this for a while but I'm dropping it since it makes the game too easy. Most nations will either have no army resulting in eternal revolution wars, or have a tiny army that is too easy to beat. Otherwise it works fine. Hope it gets fixed.

can you add check for welfare? I have game in 1859 where Heavenly Kingdom have no army and no construction due to 3,6kk unemployment so they have 25% budget on welfare. Basicly they are dead in the water.

Unless your thesis is about the willingness of internet strangers to entertain attempts to continue good video game mods, don't revive a beloved mod, put your name on it, not actually continue it, and give the impression that it's more than a checksum update, whilst working on a thesis.
