No, to use Mods you need to Start a new Match in the "Mod" Section of the Game
@whoever uses the mod: I don't think you're a noob. I just didn't see any meaningful application for this mod and wondered. I'm enlightened now. Have fun.
If you like happniess, base on my experanice, you should play as Persia :D
+2 happniess form sattrap (bank) can be very useful :3
Than with Freedom, capitalism, you'll get 3 happnies per bank :D!!
Or if you like me and do war madness lol, you can go autocrazy and pick the policy for +3 happnies per courthouse, which helps a lot on a huge map where basicly all my cities are ones I took in war.

Unhappiness is nothing else than a limitation to the Size of our Empire. I love to play on Huge Maps with max Number of Players, where i often get frustated because i cant effort a huge empire. And just to say, its a global benefit, not just for the Player.
So the only thing it really does is to increase the size of your Empire.
You still have to watch for your happiness, but in a larger skale.
