Open the ammo stowage and take a shell of your choice, and then open the breech if its not already open (It starts open and opens after every shot). Once it's placed in the breech then use the key to close it and it will work

The shell takes the large inventory slot so make sure you're not holding anything like a welding torch or a rifle.

I saw the ammo stowage area, but I don't know how to get the shell inside the cannon.
