It would be interesting to rework it in a way that remove the cooldown of the wand but give it an alway cast that add cooldown to it. So the cooldown of the wand will be *before* a projectile is fired.
This both gives the vibe of aiming to fire a shot -like the mob is doing- and remove that free-hit issue.

However, the developer isn't as involved as Noita modding as he used to and may not be able to investigate, I recommend asking the #mod-support channel for help in the Noita discord if you're in it as they should be more active
Guns should inherent modifiers properly with modifier madness enabled
I am investigating it in my spare time though, fret not!
I feel the mod is already nearly at it's full functionality and the only thing I could add to it is fixing healing/utility (Teleport) spells gaining damage when you evolve them.
That aside I just wouldn't have anything meaningful to contribute towards it and development would reach a dead end rather quickly.
I feel that mod would be better off in someone else's hands with a better vision for the project.
