Is this achievement compatible?

my mistake. it was the imperator rebalanced mod causing the issue

for some reason this mod sometimes does and sometimes doesn't work with the bigger government mod that adds more jobs and laws (that mod works fine with the more idea slots mod. just not with invictus)
