More Idea Slots (Invictus Patch)

This patch gives more idea slots for government types. This is specifically Invictus version. For vanilla, you should use More Idea Slots for 2.0.*(Marius). Technically you can use that one for Invictus too, but it slightly overwrites few small Invictus changes. From playtesting, AI does use additional slots too.

New Ideas Slots:

• Aristocratic Republic/Monarchy / Stratocratic Monarchy: Oratory - 1, Civic - 1, Military - 3, Religious - 1
  
• Theocratic Republic: Oratory - 2, Civic - 1, Military - 1, Religious - 2
  
• Oligarchic Republic: Oratory - 2, Civic - 1, Military - 2, Religious - 1
  
• Democratic Republic: Oratory - 2, Civic - 2, Military - 1, Religious - 1
  
• Plutocratic Republic/Monarchy: Oratory - 1, Civic - 3, Military - 1, Religious - 1
  
• Despotic Monarchy: Oratory - 1, Civic - 2, Military - 2, Religious - 1
  
• Theocratic Monarchy: Oratory - 1, Civic - 1, Military - 1, Religious - 3
  
• Tribal Chiefdom: Civic - 1, Military - 2
  
• Tribal Kingdom: Oratory - 1, Civic - 1, Military - 1
  
• Tribal Federation: Oratory - 2, Civic - 1, Military - 1
  
• Following have 2 in each: Athenian Republic, Dictatorship, Imperium, Imperial Cult

More Idea Slots for 2.0.*(Marius) overwrites 3 Invictus files, \common\governments\00_default.txt and 2 gui files. My patch overwrites 00_default.txt to be back in line with Invictus.
Other mods order doesn't matter (in relation to this mod, between themselves load order is important)

There's an issue that on Diplomacy screen you can't scroll to see what Ideas other countries have taken (even though scroll bar is present). I do not know how to fix it nor I am interested in learning how to script GUI for Imperator Rome, if anyone wants to give it a go, the gui file can be found in More Idea Slots for 2.0.*(Marius) mod files. For me knowing which ideas other countries take is not relevant info, so I won't be spending time on fixing GUI slider.

I have 0 guarantee that it won't break stuff. From playtesting and modding knowledge perspective I believe it's working as intended and doesn't break anything else in other mods, but it's your choice if you want to run it or not.
