I opened a pull request in case you want to adopt that change officially.
Basically, VE Framework runs a Harmony transpiler which modifies the code that calculates a pawn's carrying capacity and adds on the bonus from the gear item (like a backpack or warcasket). The problem is that this mod uses a Harmony prefix to run completely different code and skip the original code that the VE Framework modified.
That makes this mod and the Vanilla Expanded Framework incompatible, at least in their current implementations.
More Utility Packs has yet to be updated and all hope for the original dev to come forward is pretty much lost. I don't really know how these kinds of requests work but could you please continue that mod if possible?
