This is an issue with the "setTerrainHeight" command. I have its "adjustObjects" parameter (for moving objects with the terrain level) set to true in my script, however it appears to ignore or incorrectly set the height of the light source objects. I plan to make a post on the BI feedback tracker about this.

When flood is activated it increases the height of the light sources for streetlights

That would likely be due to the cell size of the particular map you're on (it's a different value for some maps), which may limit vertical terrain grid height changes to increments (of the cell size).
For example, I think altis has one of about 8m, Stratis is 4m.

Setting the zeusCompositionScriptLevel = 2 is a prerequisite for this composition to work.
