After a lot of back and fourth I found out that the issue is not strictly mod conflicts themselves, but conflicts caused by load order issues. If you go to your library and properties on GMOD and find the load order tab select the button that automatically tries to sort it for you, thats how I got it working again on my end.

For some god forsaken reason player footsteps are timer-based instead of being driven by animation events, like NPC footsteps.
Very possible to fix, but you'd have to recompile the animations with events baked in.
