I only found out about it because even in the year 1000ish my game speed was super slow, and had a population issue. Checked the logs as well and found millions of errors spammed, traced down the error to this mod.
@ssirbe1's fix works, thanks I was about to look so you saved me some effort, I appreciate you.
The centralize development decision does not go away after pressing the button.
I suspect its missing the cooldown. Otherwise you press it again thinking that you forgot it. And wasting prestige for nothing.
It looks like since it has no cooldown, it's basically a permanent modifier and not a temporal.
Which makes that decision very OP. 200 prestige for a permanent 75% modifier is very cheap. It makes the time being stuck as tribal much shorter.
In 00_trait_decisions.txt inside vanilla decision folder you will find cooldown for the normal development decision.
Maybe something that could be adapted to the centralize development decision?
Example, you focus on Stewardship, but you then might get unique problems related to lets say learning/religious matters because you arent focusing enough on it, if you ask the Bishop/Patriarch/Imam/insert others here
