A comment says it doesn't determine whether a character is recuiting or not. Does that mean some bug occurs if you have 17 units and you're recruiting 3? Do you get 21 units in an army or does Gary overwrite a unit?

I think what this would do is, say you classify the Solar Engine version of Gary as a hef_boltthrower, then HE techs and abilities which impact Bolt Throwers (such as giving them more ammo) would also affect Gary. Classify him as a hef_dragon and he would benefit from abilities and techs that boost dragons.
