How does the AI interact with this mod?
Do they build more and if using the Anbeeld's Revision of AI mod is there a issue?
Base construction and that used in construction site is same command. (country_construction_add)
So It will be impossible to make what you want in easy way. With scripts somewhat possible I assume.

If so - you need to ask paradox, I cant fix engine-level bugs
Almost any mods (graphical usally not) changing checsum of game. To play with mods in mp all members of lobby need to match checsum by using exactly same mods.
If mods are same but checsum is different - someone modified files themself or not paying attention while matching.

Whole concept of investment pool is paradox cringe mechanics - insted of capitalist making their own sings (like in Vic2) you basicaly running planned economy all the time.
Dont have simple solution for that.

This might be a complicated fix but a hack might be to increase the input goods a bit from /10 -> /5.
