If you are trying to spy on fallen empires this mod can't do that for you.
After re-reading the description page, I guess I could try moving it to the bottom of my load order, and see if that makes a difference.
What I really want is for Paradox to just let me play. The whole idea of requiring a legit "casus belli" annoys me. Did Alexander the Great, or Genghis Khan need a legit "casus belli" before they decided to expand their empires? In this game, sometimes being surrounded by weak empires is more constraining than being surrounded by powerful ones. With the powerful ones, I can at least go to war to achieve my goals. But with the weak ones, they are just a thorn in my side that I can't do anything about because they are careful to block anything I want to do without actually giving me a casus belli. Sorry....went on a rant. It happens.
