Also, would it be possible to code the textures to city appearances? Maybe it could work with custom shipsets this way?

Looking at the file myself, it looks like you've got some wonky brackets in decision_machinecap_arc in pd_arc_decisions.txt.

If you want you can use the set_planet_entity console command to change it

files
pd_cityworldreplaces.txt and pd_cityworldreplaces 2.txt are the cause issues. took me realy long time to narrow this issue down going trough 124 mods no fun.
its not major issue but it just annoying to see please fix :)
