If a culture with mountain tax bonus traditions migrate into the mountains, you should get a fractional local tax bonus. If an evil religious minority move to your province or cohexist with a minority evil to each other, it should give a control or development malus. etc
I made a compatch for Cultural Assimilation here. They're touching gui/window_culture.gui as well. Feel free to add to description.

Perhaps a game rule or some editing to put those caveats for historical situations somewhere else in the mod file, away from the main body of the conversion councilor tasks, would be helpful.
