You need to get both the Floran and Apex artefacts to Esther before any of these things become available at Penguin Bay and you might want to check the lower end of the trade menu to find them.

I have not heard anything good about mods for FU races. One of my contacts (I do sound engineering work for him) is close to Sayter and has stated that they are not advisable. As I do not use FU myself, and am dependent on my friend to test my stuff, you are better off asking him, or someone who has used FU AND this mod together.

I took a look at my files again and I've made some amendments. Can you check to see if they help?
In a bit more detail, when i interact with the furniture shop and it kicks me out of the current instance to the main menu with the error message, and i later tried interacting with it after temporarily removing this mod and it works just fine and the flying car is in the store.
I dont know if this information helps but this is basically what i found out when playing around with all my mods.
Does it crash your game?

That was an unfortunate issue - I patched out some items out of Izzy's old mod. What you are seeing is the result of me turning the flying car into a real vehicle.
Also, lags are common. It's an inevitable part of accessing a 3d printing device in Starbound, especially if you've scanned many items.
There is another modder, Silver_Sokolova who produced some code to alleviate the problem. Perhaps I should mention her one of these days.
