Yes, you need to unpack .pak file, open _metadata file in it and add the previously mentioned line.

Can you elaborate on this? Do you need to edit the .pak file? If so, what needs to be inserted? And where (what line)?

To make the mod work, you just need to add the line " "includes" : [ "navigationtools" ] " into _metadata (at least that's how I fixed it). Mod author, could you please fix this?

This mod works amazingly well! However, you will need to install Stardust Core Lite for this mod to work properly.

Second, doesn't work. Apparently needs to be enabled, but there's no indication how to do this.
