The Kvens have a diffrent name in Norwegian "Norskfinner" which means Norwegian-Finns so that should be changed

Thanks for giving it a try and letting me know! Happy to hear that it works, and yeah it makes sense that it wouldn't work with already hybridized cultures

After some limited testing I think this mod appears to work with existing save games, as long as no hybrid cultures had been created from those combinations involved in your mod.
