You need to put a gunpod on the hardpoint/s for it to shoot.

I read through everything, i can now start the vehicle. Only small issue, it does not shoot, i went through the insides, trying to fill it up with ammo and what not, it does no shoot, (i had the master arm on, still didn't shot)

It's not really an effective rescue helicopter so it wont.

Sounds like you didn't follow the startup procedure. Make sure you don't hold the Engine Ignition before the engine reaches 0.5RPS.
