im having an issue in which police npcs are using deep charges which really sucks because loud noises mixed with spirals of rainbows make driving the sub a real headache...

Yep, thats correct. its on purpose. all they do is ride barely under the waves because the capsules are rarely ever pressurized enough to go deeper

Narco subs cant go deep at all. That sounds intentional. The goal is to just not get spotted on the horizon.

pretty good submarine, the depth hold is sort of broken. It only goes to 2 meters deep.
