So for instance if Huga galaxy radius is 450 at 1K stars I want a 2.5K star 900 radius galaxy.
I'm playing in a 3000 star galaxy, and for some reason those buildings do not produce any bonus. Planetary silos still work (Empire bonus: Storage capacity +5000), and if I start a new game starbase silos work (Empire bonus: Storage capacity +10000), but apparently something happened during this game that stripped that bonus.
I'm also using the UI dynamic overhaul mod and starbase UI overhaul mod, which shouldn't have any effect, and auto_survey_at_start, which I've been using for multiple recent playthroughs without issue.
I'm starting a new game with everything else the same to see if I can replicate the issue.
Today the issue has been fixed and mentioned in the most recent hotfix. I did it!

For now you just have to play with 2000 stars or install Linux (in a VM)
I don't think it's a performance problem, I had no problem to play 4000 systems before 3.4
Could you try disabling Overlord and check if it works?
No crash report, no other mods and crash above 2500 systems.

I does not happen on my system, but I am on Linux.
Could you share the error.log file located in C:\Users\ <USER> \Documents\Paradox Interactive\Stellaris\\logs
