Use a hex editor if all you want is cheats.
Just remember to add that missing information into the skill dump mod, not the modded character mod. If that character doesn't exist in the skill dump mod, add a new row to include the character. That was what I had to do for the modernized generals. Also when you do this, don't save the edit you've done to the main skill dump mod. Save it as an entirely new mod so that it doesn't get overwritten when the original skill dump updates. Like my unique skill dump is called @com_4SP_dump_TWM rather than @com_4SP_dump.
If you try it and it works, just don't forget that it is in there. Data folder doesn't exactly ignore the files its got in there unlike the Workshop folder.
