Four Skill Points Per Level w/ Useful Skill Dump

It's day one, so I'm a bit busy right now. You know them, you love them: skill points. This baby does what it says on the tin: it gives you more skill points and a dump skill for when you can't spend anymore to prevent those annoying end of turn popups.

• Four skill points per level on all characters. Max level is still 50. This means 196 skill points, rather than 49.
  
• A skill dump with 150 levels to ensure you can't wind up with characters that can't spend their points.
  
• An AI pointer to prevent the AI from wasting all its skill points on the dump skill.

Dump skill maximum bonus:

• 50% health
  
• 100% leadership aura size
  
• 40% melee and missile damage
  
• 60 armor

Should be compatible with all mods that do not affect skill points or XP requirements for levels.
Save game compatible, but adding in the middle of a campaign will not add skill points retroactively, so don't ask.

Some hero types might still be able to get more skill points than they can spend. If I get reports of this, I'll just add 10 more dump levels to be safe.
